Cowl replacement

I have a 1968 coupe and water keeps getting in. I need to replace the cowl section but I would like input. I am a fan of keeping as much original metal as possible, but I also don't like the idea of trying to make a repair section fit original metal. should I go with the repair section? or just replace the whole panel?

The how much to replace question should be answered after you see what and how much the damage is. If the damage is on the inner cowl, pull the dash/heater box and try to see how large and where the damage is. Is it a small hole the size of a dime or the size of your fist? Is it in the middle of the panel or on a joint/seam? If it is small, a little patch might be your best answer, but if it is large and on a seam a replacement panel (or half of one) would more likely be the right call.

Need more information to answer correctly.
 
it seems like the water only ends up on the driver's side floor. the outer cowl is in good shape but appears to be pushed in a bit. maybe some gentle massaging could push the metal back into shape, but the rust has formed around the sleeve of where the fresh air vent attaches to the inner cowl.
