Did a 1970 mustang come with lowering blocks from factory?

I was in the proccess of removing The rearend from my 1970 coupe when I notice there is "1 1/2inch" lowering block in between the the axle and leafsprings?

Now the previous owner admitted to lowering the front controll arms 2 inches instead of the shelby 1inch drop ( I set it back to the the proper shelby 1 inch drop) But he never mentioned he did anything else to the car besides that. Now the condition of the rearend makes it beleavable since it looks like no one was even inside there. But I do question the loweringblocks as I didn't think they came like that from the factory? So I do think it is possible that he tried to lower the rearend as well but I am unsure. So any answers will be appreciated.
