Door plate decode....

Well I decided to decode my door plate on my car and noticed something unusual. It's says that my car was made and delivered to "Transportation services" dept. What the heck does this mean?

Also, it shows this in my carfax.

I'd guess it's related to the carfax info of being a corporate fleet vehicle. It is probably one of a many built to a tendered fleet requirement bid.
