The top bolt of the hood hinge mounted onto the fender is stripped. How can I fix that?

Take out one of the good bolts for reference, then go to a hardware and buy the next size up carrige bolt.

How can I get the nut off if it's welded to the panel? Right now it just spins when I tighten. I could tap it larger? Is that right?

Yes they are welded or pressed. Tap threads to the next larger SAE size or just add another nut to screw into if you dont have a tap.
