Should there be a ground wire running directly from the negative battery terminal to the chassis?

As far as I know, it runs to the inner fender, then from there to the engine.

Yep that's what it does the small cable on the neg terminal goes to the inner fender and the large one goes to the block.

Heh, mine's cut. Is it safe to take a 4ga cable and connect it to the dovetail ground spot next to the battery?

I have one running from the negative terminal to the block, and I have one running from the block to the chassis...and one running from the head to the chassis.

Extra grounds are like the reserve parachute for a sky diver.
If the main one fails, there is always your reserve.

The best plan is to have all the grounds meet at one central spot
and connect together there. That eliminates any voltage drops
from grounds connected at different places
