Does anybody know of a company that makes an EGR block off/delete plate? Someone told me they exist but do not know who makes them.

look on ebay there cheap you also need a diode youll see that on ebay if you dont use the diode youre car wont run right you realize theres no power gain from doin this
well, there would be a power gain if my EGR is sticking open since its shooting Hot exhaust gases back into the combustion cycle. I just want a cheaper way to solve this than getting a 90 dollar valve.
Why do you think the EGR is leaking? What codes did you get? Remove the EGR and see if you can blow air through the flange side of it by mouth. If not, it is a sensor or wiring problem
EGR reduces combustion temperature, and octane requirements in cruse mode. Some engines will develop a part throttle ping because the EGR is not present or working. The EGR closes when you got WOT (wide open throttle), so it has no effect on full throttle performance.
If you are going to remove the smog equipment (Cats, smog pump, EGR, etc.) plan to have a custom chip burned to eliminate the trouble codes and possible limp mode operation associated with them.
