Fender bolts?

The guy I got my 65 from patched the fender at the bottom and eliminated the hole to bolt through to the rocker. I have the fender part sorted out but the rocker just has a square hole, is there supposed to be a nut welded on the inside?
 
I call this "the nut from hell". It is designed to slip into the square hole and the tabs keep it in place. In place, until you try to tighten the bolt and it WILL pop out. You will then have to remove the fender and reset the nut and try again. Repeat this until you get frustrated and finally get out the mig and tack the tabs into place on the rocker panel. That is what worked for me...
When you buy the nut, also buy the new bolt that goes with it.
 
Thanks, that was pretty much the picture I was getting in my head, tighten it and it starts turning leaving you plenty frustrated. I'll weld it right from the start. I see they sell them in pairs but without the bolt which is weird. Fitting a bolt to it shouldn't be difficult though.
