Fill in GT rear valance holes?

I may have to fill in the holes in my GT rear valance where the exhaust would exit. Anyone have an idea how to go about doing this without welding? Get creative!

Removing the whole GT rear valance is NOT an option as it is molded into the 1/4 panels.
 
Maybe getting some really good glue and gluing pieces of metal to the back of the holes and putting filler on the outside of it. I saw an article in Mustang Monthly or Mustangs and Fords (don't remember which) and they did that to an antenna hole.
 
Oops! I missed that part in the original post. It looked like part of his sig. If it is molded in I would leave the exhaust going through it unless there is a really good reason not to. You could maybe cover the holes with a couple of circles with louvers punched in them. Personally I think it would look goofy but better than open holes.
