Flat black "Mach 1" type paint??

What is the process for laying flat black "Mach 1" type paint over a factory finish. It would be black on black. Any help would be great!

I think you just scuff the surface, then spray the paint.

you can also add something to the clear coat to flatten it as well. not sure what but I'm trying to find out the same thing.
