FUEL PRESSURE LOSS

I just got my car back from the shop and its too late to call them right now but I noticed that when I start up the car the fuel psi reads 41. After driving the car for a little bit the pressure is down to 30psi. It stays there like thats where its supposed to be what could be making it do that?
 
When the pump primes-out, it builds pressure close to that of the WOT setting (no manifold vac on the FPR). Once you start the car, there's manifold vac and the pressure reading can drop 5-8 PSI to a non-WOT setting. Different regulators act a little differently.
