At idle with the vac line connected, look for 32-33 PSI (if you're at 38-39 PSI at WOT).

Ford says "Key On Engine Off 35-45 psi" Key On Engine Running 30-40 psi They don't give a pressure for say 3000 or 4000 PRM

It's just like alternator output. It's accceptable from ~13.2 -14.8 volts, totally dependant upon conditions. Just like with alt output, we can often narrow down what FP we'd like to see at certain times, but the generality still exists.
