fuel pump problems.

i have a 91 lx. when i turn the key one the fuel pump dont turn on. i am getting 7volts to the connector that plugs into pump. when i plug connector on to pump and i test the pump it reads nothing. then i took the pump to the battery an ran a ground and power jumper from battery to pump and tested it at top where connector plugs in and it works. also did it at tips of pump and that works. there is no gas in tank. another thing that might be doin is my air bag sensor light is flashing. would that have anything to do with it. thanks
 
Dont run the pump with no fuel in the tank. Fuel is the lubricant and coolant for the pump.

Check your normally-open relay contact output-voltage at the FP relay.
 
I had the exact same problem--7 volts at the pig-tail. My problem was the relay under the front seat. This brought the voltage up to the needed 12. I still had a problem with the pig-tail. Had to replace it now all is well.
