Fuel System Design - from the ground up

Ok, here's the story. My '65 is approaching the final stages of its complete rebuild - among other things it's time for the fuel system. Originality is not even close to being an issue here!

Initially I will be running a 4 barrel Autolite but eventually I will be stepping up to EFI so I am designing the fuel system with this in mind.

Mild 302, say 300hp for starters. From this website, which sounds fairly knowledgeable, I've decided to use a return line style fuel system with 3/8 lines for flow in both directions.

Now, here's my questions, don't feel as though you have to answer them all, any help will be appreciated.

1. I need a return style regulator. Can anyone recommend a make and model? I would prefer to get a unit which can handle EFI as well as Carby regulation duties if that is possible.

2. In my tank design, I am inbuilding a surge tank to cope with EFI pump duties. My plan is to use a low pressure high volume pump to keep the surge tank full, but, before I get the EFI, I want to use this pump to feed the carby.
Can anyone recommend a LP/HV pump that will do this, quietly?

3. Is it better to use submerged or external pumps? Make? Model?

I have had a look at an EFI pump from a Falcon which I could possibly adapt to suit, although it's not deep enough to use it's integrated level gauge. Might have to take a trip to the wreckers and have a look at some others.
