Fuse not getting power

The fuse for my instrument panel lights isn't getting power.

I searched real quick and read that the dimmer is often a problem but the dimmer would be inline after the fuse wouldn't it?

Anyone have this issue before or know what problems I should check for?

Again, the fuse isn't blown it's just not getting power from the fuse box. All other fuses are getting power just fine.
