installed a aftermarket radio 1999 mustang gt gas gauge reading empty has a new fuel pump tried a different cluster checked wiring and if i hook my scanner up to it i can make gas gauge read any suggestions thanks allen
There is a ground behind the center console that is shared with many devices including the radio and cluster. It's frequently messed up during a radio install.
Here's some information from someone else with cluster "issues". The same trouble shooting steps also apply in your case.
I'm assuming its my sender. When I get to a 1/4 tank it moves slightly past and then the next day back again. Not floating. Never happens when full. I watch this like crazy to see if it does. I may heat up all the solder joints on the cluster to see if that helps this and my odometer...

The basic idea here is to determine IF the problem is in the cluster or fuel tank sender. If the cluster diagnosis digital display is "reasonable" then it follows that the problem is in the cluster.
