Really depends on what you're looking to achieve. Longs have always been a personal favorite. However, equal length shorties can work great if you get a well machined product with a well engineered pipe to collector set-up.

Yes, you have to have the catalytic converter or cat to be legal. But you also can't move the location of the stock cats. There are some long tubes that have cats integrated in their system, but they are still relocated. Now whether an emission inspection place would care or not if the cats were relocated or if they would even know where the original cats are supposed to be is another question.
Headers get installed after I finish with the suspension work. I've been back and forth on Long vs. Short for some time. Dollar per horsepower gained, the Shorties are equal or better than the Long-tube set up. The Shorties are in once and done; end of story and smog legal. The Long-tubes are mostly smog-illegal as they come, require replacement of the H-tubes and Cats, and/or require sensor harness extensions, etc. Also you have to be aware of engineering new heat-shielded areas when you relocate the Cats. Those babies get HOT! So all said and done, the Longs win, but at a much higher price.
