HELP, friend's car wont start

a lady friend of mine has a 94 v6 mustang vert.

it wont start, the batterry is good, but the accessories get no power at all. when the keys go in the ignition the stock keyless entry just ticks and wont stop ticking.

when you turn it to the on position, nothing happens. I repeat the battery is perfect.

please help

i think the keyless entry is messed up. anyway to reset this?
