Help With Convertible Top

I am having an issue with my 1993 convertible. Ever since I bought the car, the convertible top hasn't worked. When I push/pull the switch, I can hear the motor working, but nothing really happens. It does have a very tiny amount of power, but you have to do most of the work. The top is somewhat new and has new tension cables in it. Any insight as to why this might be doing this would be greatly appreciated. Thanks.

Have you looked at the plastic tubes from the cylinder to the pump to see bubbles? Mine a kinda white and you can see the fluid if it has a bubble.

Just looked... Lines are full of fluid. No bubbles.

Did you watch the line while activating the pump?

Looks good while running... It sounds almost like a leak somewhere on the passenger side. After I let off the button, I can hear an tiny noise, like a hissing. I have also noticed that I have a damp spot in front of the rear tire... So I think it is leaking fluid... Now time for new lines.
