That is by design...

When you first turn the ignition switch to Run, the fuel pump runs for 2-3 seconds and then stops. It will not start again until it sees a PIP pulse coming from the distributor. This helps to prevent flooding the engine because one injector may be open.
When you turn the ignition switch to Run and the turn the distributor, it sees a PIP pulse and turns the fuel pump on again for 2-3 seconds.

OK and that happens no matter the year? Now I got to figure out why it's running to rich and it turns of .

All 86-95 EFI Mustangs use this same strategy. Think about it a little more and you'll understand why.

Dump codes sticky.
Look at the top of the 5.0 Tech forum where the sticky threads are posted. One of them is how to dump the computer codes.
See http://www.stangnet.com/mustang-for...codes-from-eec4-in-86-95-5-0-mustangs.889006/
I highly suggest that you read it and follow the instructions to dump the codes.
