High idle, poss. sticking throttle?

Okay so I just finished my intake manifold gasket on my 351w. Before it had low vacuum and was burning oil on the pass side. Now it don't seem to be burning oil, but I do have low vacuum still and it seems to be burning really rich again. When I let it warm up it idles at about 1500 rpm, but I noticed the throttle is sticking open just a tad and when I push the linkage back towards the closed it will sit and idle right at about 1000 rpm like it should. Could it be that something is causing it to stick open?

I looked around on the Holley website to see if maybe I could get some new throttle return spring or something and came across this..

Could this be all I need? Its a Holley 600 DP btw in case it matters.. Im still new to carbs so not sure what to look for here haha. Im just wondering if that part would fix my sticking throttle problem.

Also for my low vacuum, before it was running really rich and we got smaller jets for it and it helped a lot, could it be possible I need even smaller jets to make it not run so rich? It has the smoke coming out of both tailpipes like it did before with the larger jets in it.. Im just trying to figure out how to fix my low vacuum problem haha.

I would send the carb back where you bought it. The butterflys are sticking in their bores and then i would get a carb without double pumper accelerators. double pumpers are too rich for street driving, get a vacuum secondary carb, your engine will thank you.

The carb was on the car when I bought it lol. Can't really send it back, I just need to make it work for spring time driving. I really don't want to buy another carb for it since I plan on swapping it over to EFI eventually.
