How should the tierods sit when the car is on the ground?

Should the be horizontal, or pointing down slightly?

I'm asking because I installed a bumpsteer kit and I angled the tie rods down a little bit, and when driving, I can feel the car follow the road on it's own, and I can feel it in the steering wheel...

Yesterday I had the front end jacked up, I walked away to get tools and looked back at the car, and noticed that the front wheels were pointing in...So I guess I put the tierods down too much...I also didn't get any insturctions with the bumpsteer kit.

Any thoughts?

I as always told horizontal with the A-arms..

Horizontal with relation to the rack. From the front it should look like one happy little straight line all the way across
