HVAC switch or motor

Can anyone help me. My Fan for my HVAC only works on high..any of the other 3 settings the fan doesnt work. My guess is that the control switch is bad..Anyone know how hard it is to change..Or if they think something else may be wrong. Im not sure how the system is designed so I guess it could be the motor but im not sure.
 
You can get to the resistor assembly by removing the glove compartment, or just swinging the door all the way down (squeeze the sides together to open it past the stops). The resistors are mounted on the duct just above the blower motor. Pull off the connector and use an ohmmeter to check from each pin to all of the others. The assembly is just 3 wirewound resistors in series, plus a thermal breaker; you should read a low resistance between all pins if it is OK.
