I Terminal HOT at all times

Hello everyone.. first post here and I definitely need help. Put a 351 in my 66.. I’ve had it running (by jumping solenoid terminals “A” and “S” with a jumper wire) but am currently having a battery draw issue and ignition switch issue that I need to figure out..

So I have my HEI, electric fan, and my electric choke run off of the “I” terminal as I did when I had the in-line six in the car. This to my understanding is supposed to be hot only when the ignition switch is in the run position. However doing some checking after my battery had run down a couple times, low and behold the “I” terminal is hot even with the key out of the ignition. I have continuity between I and A at all times if battery is hooked up. this doesn’t seem right to me.

Bad switch, bad solenoid, or do I have something royally screwed up? I bought a new gauge feed harness when I switched engines so I know that my wiring at least to the firewall from solenoid is in good shape..
