I'd start at 900 rpm

Having done that with mechanical means (tb blade stop screw) you will
cause other things to be outta whack in the pcm.

Basically ... you need to play with the tb screw and isc until you find
a balance between them that gives you the most stable idle you
can obtain.

You wanna give the pcm enough time for its adaptive strategy to settle
down which could take a day or two depending upon how much idle
time is incuded in your driving conditions before you make another
adjustment.

It might be helpful if you do a pcm reset when you make a new adjustment

With that e cam and the aftermarket meter ... I'd say you got about a 50 50
chance of finding some kind of acceptable drivability you can live with
