if im measuring ring gear runout correctly, ive got trouble

like the sub line says,im getting 0.17 of runout with my dial indicator firmly against the backside of the ring (convex area),and if I put the plunger against the very edge of the carrier flange, where there is a little bevel,exactly where the major highs and lows are on the ring the readings are the same only inverted, if the ring is high at that point of rotation of the carrier,the carrier flange is low there, and vice versa.Am I checking the runout correctly? what would cause extreme runout? carrier bearing not seated fully? im thinking that this may be the reason Im having trouble getting a good coherent pattern and why the rear whines.
