Installing a cowl side

I decided I'm going to replace the whole right cowl side panel. I didn't see a writeup on this so, how difficult is this to do? Can I do it with the dash still installed? I'm worried about getting to welds where there's so little room.
it's a 66

Year of car might be helpful, they are different.

I've got a 69'. The outer cowl side panel would be relatively easy to do. The inner would be very difficult.
