Is this thing a fuse? If so, what are the differences with other kind of fuses? If not, what it is?

It is a circut breaker. It acts like a fuse, but instead of blowing out and having to be replaced, it will reset itself. On a early mustang they are used on convertible tops. Other uses include foglights, etc.
