Electrical Large Brown Fusable Link

Good day everyone: This is my first post here, I have a 1986 mercury capri rs that was put in storage in 1990 with 60k miles on it.It was started and drivin a coue of times a year since.It has always started and run just fine.Well,this year no start,cranks over just fine but has no fuel pump operation.
I've checked everything and think it's either the fuel pump relay or a bad ground at the pump.I have a new relay coming tomorrow.
I noticed when i was checking things that there is a large brown fusible link up near the brake booster that has 2 green wires in one end and a single green wire in the other end.while I was checking for power I noticed that it only had power on one side of this gizmo.
It's about 2" long by 1" square, i'm cirious about what it is and what it does and should it have power to both sides when the key is in the on position .
Any I put is greatly appreciated
