Leaky tie rod boots?

While I was dropping my kmember I noticed my tie rods are in pretty bad shape.

I knew I was losing steering fluid somewhere.I kept having to fill it up.
I'm not sure what it was, but either grease or steering fluid was gushing out of the inner tie rod boots all over the floor!
I've never replaced tie rod ends so I'm not sure what actually goes bad.
Is it just the tie rod boots that go bad when it starts leaking or something else?

Are those difficult to replace?
Like I said, I've never done any work on the steering components.
