We tow for the city as well as repo's, and I haven't heard that. I believe it's a careless driving ticket for not having chains or traction tires. They are having us stage trucks in certain areas of the freeways to tow any wrecked or immobile vehicles off the road as soon as possible. However, the city of portland is paying for most of the tows and they are only having us relocate them to Omsi or other approved parking lots and not impounding them. Normal rules apply still though, if you don't have insurance or a license then yes, it's your dime and our lot.

I heard my boss tell someone on the phone the other day to f-off because they wanted us to tow their Jeep Grand Cherokee when they couldn't make it up a hill in clackamas. He basically said, if you're 4x4 jeep can't make it, what makes you think I want to hook my $50k truck to it so they can both go sliding down the hill.

Edit: If you can't make it somewhere, just park it legally, if all you can find is private parking lots like apartment complexes and grocerie stores, just go talk to the managers, most are understanding and will let you park there. If you don't, those same understanding managers will have you towed.
