You can, but you will have to absolutely stand on the pedal to get it to slow down. The piston size is different so it changes the amount of pressure you need to apply to get your brakes to work.
My wife's '69 Corvette has non-power discs and it's really not THAT bad. It does take more than a simple push with the toe to stop, but the brakes are quite linear and easy to use. Plus it doesn't have that bulbous booster hanging off the firewall.
some power brake master cylinders have a shallow opening for a push rod, where as all manual brake master cylinders have a deep opening for the push rod.

Depending on application/year, the Power Disc may have a bore size a 32'd, or so bigger in size--Again, some are same depends on year.
Next difference is the machining of the hole in piston. A Manual master has a recessed ring machined inside the hole to accept the clip ring on the push rod, a power master will not have this. This is why it is a no no to use a Power Disc master with a manual push rod, the clip has nothing to clip into, so the push rod can fall out---Yes it has happened.
All factory style masters have a hole bored in the rear.
A same size bore Master, be it a power or manual will produce EXACT SAME pressures--No differences
