Mil eliminators

I have a '91 GT and want to put an off road H on it. Will I need mil eliminators? It is otherwise completely stock.

Nope you won't need them. They are not necessary on a fox body.

Not from what you are describing here.

Nope, the O2 sensors (only 2 and not 4 like the '96 and up 4.6s) are before the catalytic converters and won't know they've been taken off if the only place they are located is before the cats.

Nope only cars with post catalyst monitors will require them.
