missing valve seals???

bought a rebuild kit and i think that there are some valve seals are missing i got 16 of these black rubber peices and only 8 blue seals with the rings around it.
do the 8 blue seals go only on intake side and the black ones over the intake and exhaust stems?

i just replaced mine yesterday, those would be the intake side, the exhaust are just a little rubber cup

so do i put the rubber cups on both valves???
