More throttle issues

Ok, so just when I thought everything went away it all came back. The car idles a little high (around 1000) and the RPM's come down way too slow when I push the clutch in or throw it in neutral. I've tried resetting the idle the way everyone has told me to by unpluggin the battery, the IAC, then setting the idle screw and so on. Well here's the thing. The idle screw is completely backed off and it still won't idle less than 900-1000. There isn't really much of a difference in the way the car idles when the IAC is unplugged. I've checked for vacuum leaks everywhere I can get my hands when the car is running and got nothing.

I decided to set the timing again just to make sure it was where I wanted it. Turns out it was way off because a friend of mine and I had been retarding the timing, which cured all these idle and throttle problems, but left me with no power. I set it to 10 degrees and it still ran like poop and then I advanced it to 14 which is where it is now and all the issues still remain. Without the spout connector plugged in the car idles and rev's like a champ.

Any idea as to whats going on? Thanks!

Oh, by the way I've already gone through the surging idle checklist and nothing seems to be working.

distributor one tooth off???

It is a tooth off, but I can still rotate the distributor enough to set the timing anywhere between 10 and 14 degrees.
