mustang gt no start

i have a 1997 mustang gt which i just put in a 2004 4.6 out of a police crown victoria with low miles using my old harness, car only kicks over when jumper cables are on the battery and on the starter any ideas ? the old motor started fine so the ignition switch should be good, starter is new,
