My money says it's to lock the steering wheel when you remove the key from the ignition, which is on the column. Since this was a new for '70 feature, those of us with '69 and earlier cars wouldn't have run across it unless we worked on a '70 sometime in the past. Call Mustang Parts of Oklahoma or one of the other big classic Mustang grave yards for a replacement.

You and Brian nailed it!

The key is in the colum for 70 and newer stangs. The gear on this part meshes with the lock cylinder. When you turn the key it locks/unlocks the wheel and also connects to the linkage that runs the ignition switch.
 
you can still buy those new. Suprisingly, my dads 89 bronco uses a part very similar if not identical. Go to your ford dealer and have them look up some switch parts for a truck from that era. I bet you'll get lucky.
