Will swapping in a shortblock pretty much create the reliability and longevity of a new engine? What about new shortblock, heads & cams? Would that be expected to have the life of buying a new engine alltogether?

If your doing that, heads must be condsidered a totaly different part of the engine. If they are the originals they have all the original wear. The pistons, block, rods, and so on will be considered new. so in short... No.
