I've seen some corvettes doing this. I think it bypasses some of the exaust around the muffler or something like that. I understand it adds a few horses but sounds a little strange.
I realized that, I was asking him by what he meant, because he obviously did not know what he was talking about. And that isnt a double decker spoiler, its just design curves with a spoiler on top of it.
