No Dash Lights

I have a 81 Fairmont (fox body) and I have lost all of my dash lights. The fuse is good. I checked with a test light and I do not have any power at the fuse. I have replaced the headlight switch and the instrument panel voltage regulator and still no lights. Does anyone have any ideas?

You said the fuse is good. Is there power to the fuse? Is there power at the instrument terminal on the switch itself?

I dont know the wiring for your car at all, so that's the best I can do.
