my car has always been hard to start. i would have to crank it 2 or 3 times before it would start. i checked the f/p, there is no fuel pressure when the car is off and when the key is turned on. when the car does start it goes to 30 psi. where should i start? what might cause this?

That's exactly how it should be. I have an Autometer C2 fuel pressure gauge in my car and that is exactly how mine is. 0 when the car is off, 0 when the key is on, and around 30-32 when the car is idling. When I mash the gas the pressure rises. That's the way it should work.

i thought that the multi port fuel injection should have pressure when the pump is turned off and when the car is not running. thats why your supposed to relieve the fuel pressure when changing your fuel filter.

you should be witnessing this:

Key on:
*fuel pump primes for a couple seconds then turns off*

If you check the fuel pressure, you should be seeing around 32psi. granted it does bleed down to zero but you should be seeing some fuel pressure.

once started and running you should hold a consisten 32-38psi at idle w/ the vacuum line attached.

Now, the 98's have weird fuel systems as it was a sort of hybrid between return and returnless..
