No LOW BEAMS!

That's the multi function switch - using correct terminology will help us all stay on the same page.
Do you have high beams with the headlight switch on (NOT flash-to-pass, but just plain high beams)?
If not, check the power wire (from the headlight switch to the MF switch). That wire is known for burning, including at the back of the headlight switch connector. If it has an issue, you'll lose low and high beams.
Did you use the correct MF switch? There's a split from early to late aero foxes, like Bill's link shows.

Yes I do have highbeams and I did use the correct multifunction switch for my year car...(1993) I guess it has to be wiring somewhere right? Tommorrow I will be out there with a meter and trace all the wiring hopefully I can fix that and my blinker problem....Any other thought would be appreciated..Thanks
SEE http://www.corral.net/tech/maintenance/foglights.html to fix the problem. The stock wiring isn't up to the job and is overheating. The headlight switch & turn/multifunction switch are affected by Ford's wiring problem. Sometimes it overheats so badly that the plastic shells of the wiring connectors start to melt. This will show you how to add a relay to the fog lights to relieve the overload on the headlight wiring.

check and make sure all the wires are pluged into the connector all the way... i lost my turn signals this way i had the connector pluged in but a wire in the connector wasnt pluged in which caused the problem...
I'd personally say it sounds like an issue at the MF switch or downstream. If your brights work, the signal from the headlight switch is reaching the MF switch. But there's an issue with the switch itself (with closing the low beam circuit), or the low-beam wire between the MF switch and lights.
I'm with ya - I'd test the low beam output at the MF switch. Go from there..........

Only the GT's had the foglight problem. The wiring at the multifunction switch is still suspect, along with the multifunction switch.
A word of caution about multifunction switches is in order here. The multifunction switch (high/low beam, wiper, turn signals) are different for different years. 87-98 will work in any 87-89 car. The 90-93 switches only work in 90-93 cars. You can't put an early model switch in a late model car, nor can you put a late model switch in an early car.
