No start (non-mustang)

Hey all a guy I work with's car wont start. It is a 01 Neon. He said it ran out of gas, and he put more in it and now it will not start. He said he checked under the hood with a fuel pressure gauge and says it has no fuel pressure. Is there a cutoff switch or something on these dodges, for when they run out of gas?
 
dont know about the cut-off switch, but its could be a blown fuel pump fuse or blown fuel pump. i ran my car out of gas the first day i had it because the fuel gauge didnt work and i put gas in it and it took about 20 minutes of cranking for it to start...and it still didnt run correctly for about a day.
 
the last step in the instructions for fuel tank replacement is to

12. Use the DRB scan tool ASD Fuel System Test to pressurize the fuel system.

the ASD (Auto Shut Down relay) is a relay in the engine compartment fuse block.

you would need to jump pin#34 (R/W) and pin #36 (DG/Or) at the relay harness. that may pressurize the fuel system.

i had to fix a 2000 chevy truck last week with this. an ignorant friend kept saying that there was air in the lines and i was like, the pump primes the injectors when you turn the key. when they turned the key you heard nada. so i started checking relays and fuses and i came across the engine ecm 2 fuse that was blown. i replaced it and the gauges started working and the pump primed. it cranked right up.
