The cowl forms a torque box joining the sides of the car together. If it's just a few pinholes, forget it, just be careful when cleaning. If its rotted out, you need to fix it. My car's cowl has leaked off and on since I have had it. It is not rusted out. I'm not really sure whats leaking.

For now I have decided not to worry about it too much. My car stays in the garage almost all the time.

I have this cowl cover. It is very nice and flexible, has stainless knobs, and has neoprene on it. It has a liftetime warranty too. I had a different one before and I think that this one is better.

If you remove the heater box or the driver side fresh air vent you can look to see if it is rusted badly or not.
