O2 Sensor Trouble Codes?

So lately my car has started giving me these 2 codes. I clear them, and the next time I start the car, about 5 minutes into driving they return.

P0138 - O2 Circuit High Voltage (Bank 1, Sensor 2)
P2271 - O2 Sensor Signal Stuck Rich (Bank 1, Sensor 2)

I understand Bank 1 is the passenger side? Sensor 2 would be the downstream sensor right?

I'm almost positive my downstream sensors are turned off via my Diablosport tune. I have BBK longtubes for what it's worth. I'm pretty sure I still have some makeshift MIL eliminators installed but it should not make a difference if the sensors are disabled.

Not sure if it's related but lately, usually around 1,500 RPMs in 5th gear the car will start bucking pretty badly. Kind of feels like a misfire. No codes for that though.
