when you turn the key to the "on" position, does the oil pump start moving oil at all?

The oil pump is mechanical and will not start pumping until the engine is started...The fuel pump will turn on with the key.

Like he said, the oil pump is driven mechanically by the engine. I think it is mounted on the front of the crankshaft if I remember correctly. It's been a while since I've had a mod motor apart.
