Passenger rear sagging 1"

I lost a bolt somehow in my passenger side upper control arm a while back and couldn't get an oem replacement bolt. I installed one as close as possible but there was alittle play. It ended up making the hole larger. I had it fixed by having a washer welded in.

Anyway, my passenger rear is sagging an inch or so. I installed a half in spacer to temporarily fix it but my tire somtimes still hits my fender. I don't believe the upper control arm has anything to do with ride heigth but this occured around the same time period. I'm not sure if my frame is tweaked or what else it might be. Anyone....
