PCV valve question

How often does this need to be changed? Some say few times a year, and others say once every 30k or so.

And I'm burning about 1/2 quart of oil every 3k miles. Would a bad PCV valve cause this problem?

It's a cheap part (you don't need the heated one)... change it every 30k.
