P/O cut the hose in half and blocked it off on both ends. Why would you do this?

Passenger or driver's side?

Perhaps to install a PCV oil catch can?

Is the drivers side also plugged? If so you either need to install the stock pcv setup or install a vented catch can to the valve covers to releave crank case pressure Do you have oil leaks?

The driver side is still hooked up. No oil leaks yet, but I just got it and haven't driven it much yet. I see no evidence of leaks on the engine.

Well if the drivers is still hooked up to the induction pipe going to intake pipe that goes to throttle body and utilizing the pcv it will probably be relieving enough crank case gases and pressure. If you want just run a new hose, usually the pvc is on the passenger side.
