In the Apr/May 2007 issue of Machinist's Workshop magazine the author did an interesting test of penetrating oils where he measured the force required to loosen rusty test devices. Get the issue if you want to see how he did the test. But, I thought the results he reported were interesting.

Pentrating oil / Average load / Price perfluid ounce

WD-40 / 238 pounds / $0.25
PB Blaster / 214 pounds / $0.35
Liquid Wrench / 127 pounds / $0.21
Kano Kroil / 106 pounds / $0.75
ATF-Acetone mix / 53 pounds / $0.10

The ATF-Acetone mix was mixed 1 to 1 ratio.
 
I'd like to know more about the test too. I wasn't able to find the article online. Never heard of "Machinist's Workshop magazine" either. If I can find it on the magazine rack, I'll buy the issue.

I don’t know about ATF-Acetone mix but I do know that Kano Kroil is by far the best stuff I have ever used. I don’t even put a wrench on a bolt on the Stang without first applying a couple of drops. I have yet to have a stuck fastener. It will get into anything. I even use it to remove the lead from firearms one wet patch let sit for 5 minutes and then run a brush through it and the lead comes out in strips from the groves. Come to think or it there is a mix that is called EDs-RED that is a mix of ATF acetone and a couple of other chemicals that some use on firearms so it might work here as well.

Both Kroil and EDs-RED both stink to high haven but to me it is worth it. YMMV
