Permatex Rust Converter

Anyone here ever use Permatex Rust Converter?

So far, I've used it on small parts for the interior that reay aren't seen and I like the result. However, now I want to use it on some parts that will be seen/painted and want to know if someone has used this under paint? I would hate to use this stuff only to find out that the paint chips and falls off in some amount of time because of incompatabilities. The can says that it can be used except under water-based paints but I don't know.....

I've done that a lot in the interior and under the car prior to the application of the undercoating. But I'm most concerned about areas like the top of my car. I have some minor surface rust that I'm going to mechanically get rid of but I want to neautralize the rest before laying on a coat of Epoxy Primer. Should I use Naval Jelly or something like that rather than the Permatex?
